The configuration data could come be sent from the npub of the router's operator via nostr. The initial connection to a gateway could either involve e-cash, LNURLW or a nostr note signed by the router requesting that the operator pays.
For now perhaps we can assume that the router is being set up using a gateway that doesn't have a captive portal in it
