And make a library function to get stampdir, rather than defining it everywhere

Maybe simple to look for an env var STAMPPDBDIR (like MATTPDBDIR) and look for 
the common directory layouts (flat or hierarchical) and common filename 
patterns, since these rarely change.
Need to update documentation in any case.

Also check $PDBDIR (used by LabelHash), and probably a better generic name.
