Decouple whatever depends on bioperl-network #227

It's not on CPAN at the moment (2011-06-28) and development has slowed. It's 
not dead, but it's an incentive to break into different distributions, where 
primarily the complex assembly (which also must become it's own distribution) 
depends on it. The structural bioinformatics tools do not need to depend on it.
