Add PWA capabilities #11

Add a manifest and tweak the cache settings so that people can use this is offline as a PWA (along with the other app-like niceties).

The installable features of a PWA are supported in iOS and macOS (coming this fall with Sonoma. The ability to push notifications should also be supported for safari on MacOS and iOS [source]. On this front I think this could be turned into a legit PWA.
