Implement Geocoding through HERE #112

The implementation is mostly copied from Geocoding.Microsoft. I've done some cleanup work but I didn't want to stray too far from the original implementation.

For me, all HERE-specific tests pass with HERE Freemium credentials.

Since it's been almost two weeks, is there any interest in merging this or should I just publish my own NuGet package?
