Make imgui fetch optional, unbundle vixl, fix dependencies.

Thanks for cleaning this up :) Can we reroll this as a revbump though? Since app-emulation/FEX-2409 built and installed successfully, we need to revbump to make sure that any "incorrect" (read: my) installations get cleaned up.
