Disable of tvwish options doesn't remove tvwish from mythweb welcome page #34

Need to fix the removal of tvwish from the mythweb welcome page when it is 
disabled.

Chad.. Thank you for making the config.ini.  I have been able to make the 
tvwish hide from the welcome screen.  I had to put all the load logic of the 
config.ini into init.php as well.  It doesn't appear to have any adverse affect 
in doing so.
