Oxyotl's Geomantic Cleansing rewards do nothing #1136

Says it should be level 3 but is stuck on level 1 or 2. Apparently this was an issue in game 2.

Misunderstanding of the effect -- you still need two adjacent provinces so that both of them can be level 4, otherwise a single province still gets bottlenecked despite the bonus
