Boyar lord Has access to the Ice Witch trait Student of Miska #1171

This is likely intended. Ice Witches can only be hired through the ice court and therefore don't have access to the same trait pool as boyars. Ice Witches cannot have the Student of Miska trait at all, so it is in fact Boyar only.

This definitely can not be intended. Kislev men are 1000% forbidden from ever learning any magic, and are killed on sight if they ever reveal/show any magical usage.

The Trait talks how this Lord STUDIED Ice magic (as the khan mage queens of old) in the hope of attaining similar greatness HERSELF. This trait is likely supposed to be restricted to the Frost Maiden hero type since it talks of studying, or not accessible at all.
