Spread control not giving initial +1 to own province

Just adding it here just in case since the guy mentioned it several times. Scope looks okay - character_to_province_own

CA just confirmed this to be a bug but i can't figure out where the bug is

Looks like masters still doesn't have initial growth looking comparing with the pack from the first link
