During battles, all dragons have their head stiff and turned upward, with their necks in a straight line and eyesight pointing upward. Head/neck animation is affected and it is not as before, this is the reason why some dragons' breath attack animation is off. It´s been happening since Thrones of Decay DLC with no fix. So far, I have seen this happen with all elven dragons (High, Dark and Wood elves) and Elspeth´s one.
I have checked older videos on YouTube and got some screenshots to compare and see the difference:

Expected behavior
When in fly mode, dragons' head and neck should have a "S" shape and eyesight should be pointing downward. (Check pictures)
To Reproduce
Steps to reproduce the behavior:
Play as any faction with dragons in its roster. (High Elves, for example)
Start a custom or campaign battle with a dragon in your army.
Zoom the dragon while static in fly mode.
