Unable to upgrade Wurrzag's starting Savage Orc Big Uns after confederation

Despite not having any upgrades, the game says that they are already upgraded. Note that I already have the prerequisite technology. I started up a new Wurrzag campaign and was able to upgrade them properly so I assume this has to do with confederation.

Saw something similar happen to a Grimgor starting unit except just that unit was not receiving red line buffs
