I have same problem. Tried with 3.0 release and latest beta (3.1b14). I have
PowerBook 10.4.

Some ideas:
Take a look at Issue 41. It has several ideas to try. In particular, look at
comment 20 at
http://code.google.com/p/tunnelblick/issues/detail?id=41&can=1&q=allocate#c20
Restarting is also worth a try since it is so easy.
The "kextstat" Terminal command should list all loaded kexts. If there are any
tun or tap kexts loaded (try this after a restart, before using Tunnelblick),
they will conflict. Recent versions of Tunnelblick attempt to detect this and
warn you, but maybe that's not working.
If you are using Cisco AnyConnect, take a look at the user-contributed script
to deal with that, at

Please try using "Set nameserver (alternate 1) in Tunnelblick 3.1beta18.

I got the same problem. I'm on OS/X 10.6.5 and wonder if it's not a kext
problem.
I don't have "Cannot allocate TUN/TAP dev dynamically" when using openvpn2 from
MacPorts and tun/tap kext from http://sourceforge.net/projects/tuntaposx/

Please post the contents of the configuration file you are using, and the
complete log from Tunnelblick. (X out any sensitive info.)
Also, are you using the 32-bit kernel or the 64-bit kernel in 10.6.5.
