aspen.monitord doesn't work when pid present #120

if there's already a pidfile for aspen when aspen.monitord starts up, then
monitord should check that the process is in fact running. If not it
should, um, start it. BUT IT DOESN'T.

These are bugs fixed since the last release. Should be noted in the next one.
