Add "make rerun" #15

it only startes app, and doesn't install chaincode.

Hey @ping40,

Firstly, we do appreciate your help by wanting to contribute to heroes-service. However, this tutorial aim to be a little tutorial for newcomers into blockchain technology and not a framework or such "high level software". Therefore, in our opinion your PR is too specific to be implemented in our tutorial. We don't want to introduce flags or whatsoever which has no direct link to blockchain technologies in order to keep the reader focused into one thing Blockchain.

You will certainly understand our point of view but still be aware that we do appreciate your willingness to help us :wink:
