Add github actions #60

Adds github actions to build and push to cname: bitcoincore.wtf.

I think we'll need to still configure DNS to have it fully functional: https://docs.github.com/en/pages/configuring-a-custom-domain-for-your-github-pages-site/managing-a-custom-domain-for-your-github-pages-site

The publish branch is set to publish_branch: gh-pages, but this does not yet exist in the options... perhaps we should merge this so that it's auto-created, then change the setting?
