actions: reduce unnecessary lint noise for non-code files

Trying to clean up some lint issues we've seen:

• The trailing-space and eof-newline checks get hit a lot in samples and doesn't do much to encourage readable code.
• The action-tflint extension isn't useful for us, as we have no terraform.
• The misspell and woke action shouldn't include the samples/ directory.

In general I prefer language-specific linters as they produce better results. I'll add a YARA linter once we clean up the existing rules.
