Update `README.md` #68

This is a PR to update the README for this project. It fixes small typos I saw, introduces syntax highlighting to some code blocks, and changes the wording here and there in an effort to be (I hope) a bit clearer about the modes of operation. A few documentation links sprinkled in there for fun. Probably some other unnecessary nits. But, open to any feedback or changes before merging! 😄

Looking at https://github.com/openvex/vexctl, maybe I should try contributing over there? It's not totally clear to me where vexctl will live in the long term.

Hey thanks for the PR @picatz ! Yes we are moving everything over to those repos, so we will not merge abything over here as it is about to be archived. I saw the PRs you sent, thanks!!
