nemo: disable SBOM check #2772

This currently fails the NTIA SBOM check with

  Unrecognized license reference: PROPRIETARY. license_expression must only use IDs from the license list or extracted licensing info, but is: PROPRIETARY

Disabling the test for now so the image can still get updates.

As part of a Chainguard effort to reduce code duplication and provide higher quality images, we have stopped accepting pull requests for changes to images in this repository. Due to this, we are closing all pull requests today in order to start fresh.
