I'm thinking that we are going to use this module as below:

NodeParameters has a Federations instance.
NodeParameters uses the Federations instance internaly when it need to deal abut federation such as threshold, nodevss, node secret share, etc.
I'm going to implement serde serialization support to load federation informantion from file.
