Bitcoin DA: post-submit tx monitoring

Track a transaction in the mempool and use CPFP or RBF to bump up the fees if needed.

This would also be useful for #883 since a commitment transaction needs to be overridden by a new one that pays more fees to speed up tx inclusion.
