[chainX 2.0] transfer时应允许带memo #45

重现步骤:

  1. 打开https://dapp-v2.chainx.org/
  2. 点击transfer时只有to地址和value可填，v1版本可以带memo

期待结果: transfer时增加memo栏，并可以正确带memo发送
