Describe the bug 在2.0网络启动阶段，XBTC奖池是否应该与1.0保持一致？目前测试网显示，XBTC奖池为0。建议对2.0启动阶段XBTC相关的操作建议进行说明，如：是否可以冲提BTC，是否可以提息等；
