Add a way to resend registration confirmation / create an admin UI section to activate/confirm users #850

When you register with an email address, admins receive a confirmation link, but if they loose it or it goes into spam and is deleted, there is no way to resend the confirmation request email to admins, so the email address is no longer usable on the instance. We should be able to resend a confirmation request to admins.

In fact, we should just have a section in the UI where an admin can go and do operations on the user. (Adding, autorising, deleting, etc)
