This should fix a few security issues

eslint: 8.29.0 => 8.57.0
eslint-plugin-node replaced with eslint-plugin-n as the first is not maintained anymore
eslint-plugin-react: 7.31.11 => 7.34.3
@typescript-eslint/eslint-plugin: 5.45.1 => 6.21.0
@typescript-eslint/parser: 5.45.1 => 6.21.0
prettier-eslint-cli: 7.1.0 => 8.0.1

Update the base configuration file gts.eslintrc.json with newer versions from https://github.com/google/gts/blob/main/.eslintrc.json

Run yarn format to fix a few formatting rule changes

This pulls so many new dependencies!

I know!! this is so sad :( But at least it's all dev...
