Road not recognized by game #38

The following resulted in a road by player 1 that the game somehow didn't see:

Most likely a server-sided bug. I replayed the PTN locally and it recognizes the win.

Yes, its a bug in server side. Fixed in 11653500b3a25d88d2679c4cfc1e858b3b8d2bca
