Update CI for Ubuntu 22. Also fix a python syntax error that was being printed in our macOS and Ubuntu CI logs

Sorry, got distracted. The latest Arch issue appears to be the same as #6982. I guess we can try building it with trunk Clang to get early warning of issues like this.
