Reference identifiers with author year letter are all incorrect by one letter #18

All Identifier::Local::Import codes on sources were incorrectly given identifiers incorrectly had the year letter append to them.

[ ] Loop through the records and inspect duplicate letters
[ ] Remove the second letter when the first is identical to the second
[ ] Log the records where the first is different than the second
