create a timer tool to meet the requirements of the specification

I've Worked on this please review the PR Clicking starts the timer which is green at 5:00 and green when stopped as shown in resource it turns red below 1 minute and blinks once at 00:10 and starts blinking at 00:00 repeatedly. Double Click resets the timer. It is Better than the specified source as it doesn't use jQuery as a resource and waste 1000 of lines of code.
