Implement Common Cartridge 1.3 #2747

Most popular LMS include support for Common Cartridge, which puts Chamilo at odds as it cannot import content packaged into this open format (not that anyone has reportedly being worried by this missing feature so far, but sometimes users only use a feature once it is easily available).

Describe the solution you'd like A working implementation of Common Cartridge 1.3 as a new way to import course content (in the maintenance tool).

Additional context CC already uses LTI (which we recently started to support) and QTI (which we have been supporting for a long time) and adds weblinks, forums and other types of contents which are already dealt with by the course content import feature, so technically there is nothing out of this world in this implementation, except maybe dealing with the manifest and the CC-specific vocabulary.
