No institution or set come as default.

If file browsed and attempted to upload --------------exception.

shall we;

make button active only if all the criterion are full filled.

error messages if some are missing.

Not useful to set a default institution for a sysAdmin as there can be hundred pay Centres. Now if a sysAdmin tried to upload a file without selecting an institution, there will be an error message asking him to select an institution. The exception will not occur.
