Add API endpoint for viewing and inserting into the song queue

Add an endpoint for /stream/queue to api/stream.py:

GET: Returns a JSON object, containing an array defining the songs in the queue, with index 0 being the next song in line to play.
```
{[
{'title': 'the campfire song song',
'artist': 'spongebob squarepants'},
...
]}
```
POST: Appends a song to the back of the queue
