rate limit based on the user.

Should count against the person who created the thread. (way easier to track)

Should also track images, DMs, speaking, quickchats, and summaries. Limits will be determined after we test out the bot on a massive server.

DMs aren't implemented yet. Everything else is functional and ratelimiting has been added. See ac5a46fe7e0a9ce67161ae18ef0e8904ce378f3e
