the privacy policy is now accessible from (almost) all visitable pages, including the login page.
dark mode implemented and deployed. need to do the unit testing part, though. and get a nicer dark mode background.

Turns out there were a few things i missed when i deployed dark mode the first time. I think everything is correct now.

revised a few functions and html pages to accommodate dark mode in those locations as well

more dark mode -- this time for applications, edit_profile, and create_profile.
