Fully migrate to GitHub #368

I understood that for development, pull requests etc. we should use GitHub.

What do you think about porting the documentation and issues to GitHub? It 
would be a lot nicer to have everything in one place and the UI is much better 
there. There are scripts that can do this automatically, like this one[1].

I would love to migrate everything to github, but there are some problems:

1) migrate everything is a tedious task
2) google code wiki provides the menu and I find it more easily to navigate 
rather than github one
3) Migrating all the issues is quite hard... there are almost 100 open issues 
with attachements and some of them refering others. 

Overall, I prefer using github, but google code has some of the features which 
are not supported by github yet. Also, I would prefer focusing in improving 
documentation  and implementing new features instead of migration stuff (given 
limited amount of time I have). 

However, I would appreciate any help from other contributors :).
