FallbackCssDataUriProcessor seems not to work as expected #491

What steps will reproduce the problem?
1.use FallbackCssDataUriProcessor with custom 
DefaultStandaloneContextAwareManagerFactory

Expecting the rule with the dataurl to be in front of the one with the normal 
image url, but at the resulted css it is the other way around. 

I'm using v1.4.7

Do you have any problems with it? Do you have any evidence that the correct 
order is the other way around?
