We typically make PRs for version releases after running changeset version since main is a protected branch and can't be pushed directly, but the bot warns that no changeset is detected. While that's technically true, it'd be nice if the bot could detect a third state which is that the pull request is bumping the version and deleting all the old changeset files, and therefore doesn't need a changeset.
