Extract the default value from a case #10

Use the similar functions to read-in the default SWAT parameters.

For each type (watershed, subbasin, hru, and soil), the parameters may be in different files. They can be organized within a single file or multiple files.

The user may provide a list of parameters but not in the correct order. So re-order might be a better choice.
