Soil layer configuration #9

The soil layer information can be retrieved using the sol files. It can also be retrieved using the report files.

However, the HRU report only shows soil type, not indicating how many soil layers will be. Therefore, we will use the actual HRU sol file for the soil layer information.

When users start with a new sets of parameters, the discretization should be fixed.

Once the discretization is processed, the read configure function should define spatial discretization even without parameters.
