Changed to low because the issue is more in documentation, and it is also possible to run it after changing settings in System Preferences.

Reason for disagreement: I think if a user downloaded this app for the first time and their OS alerted them that the file "cannot be opened because it is from an unidentified developer" and that "macOS cannot verify that this app is free from malware", I think a significant number may discard the app rather than do research elsewhere on how to open it, where instructions would be from third-party websites and may be difficult to follow. It's not simply that the users experience inconvenience, they are unable to even start using the application.
Hence, I believe this is is a bug of Medium severity since it affects a portion of the target users to quite a large extent.
Quick start:
Unable to start JAR file on MacOS by double-clicking (only able to open via Terminal, unless previously adjusted in System Preferences). MacOS user may hence run into issues attempting to start Networkers.
