The command summary is meant to summarise the commands used, not to explain those commands. The explanations of the features are already listed clearly in the feature section. Moreover, as the brief explanations are already there in the quick start, it would make it redundant to place it under command summary.

Would be useful if command summary had a brief explanation of what the example command does, as shown in in the 5th bullet point in Quick start. I found that useful, and would be a good reference to add to the command summary as well.
