This is just a DRAFT PR to discuss the census builder code asynchronously and collaboratively

@bkmartinjr @ebezzi - Along with inline comments, I am adding some general questions. These are what I could think of right now. I am sure I am missing some very important topics. Please add to them if you think of any.

The point of creating this Draft PR is to pose questions alongside the code to facilitate more effective and asynchronous discussions.

Prathap's Questions

  1. What are some other tricky/complex parts we should be aware of?
  2. Please show us dask control plane. What do you use it for? How do you use it?
  3. Any troubleshooting tips? Particularly useful logs? Places in the code those logs exist? etc
