Add experimental Census API for Memento integration #850

Create an experimental Census API that provides a differential expression computation feature using Memento. This will involve being able to generate and store Memento pre-computed estimators in a semi-automated manner and enabling Census API to access this data object.

The Memento data would likely be made accessible via the Census Community Contributions platform.
