Need

when a user download the library they need to get the latest data before it can be used. The library should download it automatically. They should also be able to pin to a specific version of the data if they choose so.

Definition of Done

Download and cache release data when the library is first used.
The release data can be transformed after downloading to making accessing easier
User must be able to pin to a specific version of the release data
