Sampling bias table was zeroing out for some clades. This PR reimplements the utility function that tallies samples from gisaid and/or the uploaded dataset, as well as fixing a bug re: inadvertent reference mutation by util function in dates.tsx.
Also adds a 'last updated' indicator underneath the table and updates the gisaid counts as of 2022-09-20.
