Add extra debugging tips page or page link to dashboard for colocation #3191

Currently the test documentation lives under /frontend/tests/*, which is hard to discover for oncall engineers. This ticket is to find ways to surface the relevant debugging tips better at the time people are debugging issues, such as in GitHub action summary, link debugging tips to the repo readme, add link to oncall channel etc.
