Upgrade stylelint to v14 #5395

We should upgrade stylelint to get the latest benefits in our linter. It also gets rid of the linter out of date warning every time we run the linter too

Glancing through the migration guide, it doesn't seem too much work since we don't have custom config for our stylelint I believe
