Project description and task list available in the mypy epic. The work should be fairly similar for all repos, but this ticket encapsulates work for single-cell-data-portal

Sure, I just linked back to the epic though. The work is pretty much the same for all repos, so I didn't bother copying and pasting it in all of the individual tickets representing work for one particular repo.
