Schema Migration Workflow Documentation (Minor and Major)

Add documentation in single-cell-curation and/or Data Platforms Team internal docs explaining steps for performing both minor and major schema migrations (including Ontology / GENCODE reference file version bumps, what GHAs to kickoff in what order, etc.)

So far we have relied on the outline in the initial tech spec for the project, but the workflow has evolved since and we should capture it in a more central location.

There are two places where @danieljhegeman will update with some of the ops he ran for the schema 5.0 migration.

• Various edits and improvements to Confluence doc
• Updated the Confluence document with changes resulting from integration of COG to replace manual ontology updates in the curation repo.
