Freeze dev migrations in data portal #6729

We'll want to freeze dev migrations so that other people's merges to main don't deploy data portal with schema 5.0

This was closed earlier because we couldn't figure out how to do it, but this change from @Bento007 does correctly freeze dev migrations: https://github.com/chanzuckerberg/single-cell-data-portal/pull/6792
